Provides preliminary budget estimates for current and projected budgets, including such items as cost projections for housing in come and expenditures, utility accounts, equipment maintenance agreements, and projected salary and benefit costs. Prepares initial draft of budget, budget data and status of funds reports. Reviews official accounting office reports. GS-07 Grade Level:
Consolidates budget estimates from the unit's program managers, and organizes budget data according to account, object class, and program activity. Prepares forms and documents required to transmit the units annual and future year budget requests to higher-level officials within the organization. Provides technical assistance to others in formulating and executing current year operating programs. Prepares recurring and special summary reports on specific areas of the budget as requested by the supervisor. Maintains and updates annual operating programs. Adjusts programmed amounts to reflect changes in approved funding (e.g., increases in salaries, across-the-board reductions, etc.) by applying standard percentage adjustments. Funding is programmed to reflect requirements needed to accomplish the work. Reconciles account activity with monthly financial reports. Researches accounting problems such as incorrect accounts, erroneous payments, object class errors, unobligated commitments, and late payments, and ensures corrections and/or adjustment documents are entered into the accounting system. Provides technical expertise and training to personnel in accounts receivable, accounts payable, reimbursements, voucher preparation and examination, and preparation of financial reports. Responsible for accomplishment of imprest fund, third party draft, and/or fee collection audits. Conducts or reviews audit results, including cash verification requirements, cash register receipts, inventories, documentation, and designation/revocation requirements. Reviews new and revised guidelines and directives and ensures information is disseminated to responsible personnel. Assists in drafting procedural instructions and guidelines. At the GS-06 you will provide technical budget assistance and at the GS-07 accounting assistance as well. Duties will be developmental in nature when filled below the full performance level. AREA INFORMATION:
This position is stationed at Grand Canyon National Park at either the Flagstaff, AZ office or at the South Rim. Both are located in Northwest Arizona. The South Rim is located approximately 60 miles north of Williams and 85 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 85 degrees in the summer to 17 degrees in the winter. Grand Canyon Village has schools K-12, a daycare center, post office, general store, banking facilities, churches, a recreation center, a clinic with resident physicians and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 66,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing:
Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with a FPL of GS-08 and below will be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing. Because of limited housing, when an employee is assigned shared housing, the park is not able to provide accommodations for family member and pets. The rental market in Flagstaff is high with an apartment studio/efficiency starting at $800/month and a 3-4 bedroom home or apartment starting at $1800/month. The median home price is $395,000. All qualifications must be met by the closing date of this announcement-08/07/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience is assisting in preparation and maintenance of an annual budget; collecting and providing costs, work force data, procurement requirements, and other related information, extracting from a variety of sources. You must include hours per week worked in your resume. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience is providing preliminary budget estimates, preparing initial draft of budget for all fixed costs and preparing status of funds reports using budget procedures, forms, formats, documents, reports and related requirements to compile and organize the annual operating and project budgets. Experience:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
