JOB DUTIES:
Under the direction of the Program Administrator for the Administration for Department of Child Safety, the Program Manager is responsible for managing all program activities and district administrative operations which includes child protective services, foster care, and adoptions in five rural Northern Arizona counties (Yavapai, Coconino, Apache, Mohave and Navajo). The position develops and implements program operating procedures in accordance with agency policies, is responsible for participation in budget development and managing the budget, is a member of the Department's Management Team and participates in the formulation of state-wide child welfare policies impacting all of Arizona's children and families. The Program Manager will possess a track record of demonstrated visionary leadership, proven accomplishments and superior performance in a large complex child welfare organization. Candidates must possess extensive experience at a senior level and be a team leader. Effective organizational development and human resources management skills are imperative. The required experience can be gained in either a public or private setting, but it is essential that interested candidates have experience working successfully in a highly complex, family centered child welfare environment with demonstrated success in developing and maintaining strong community partnerships.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Knowledge of:
DES policy and procedures, DCS policy and procedures, DOA personnel rules and personnel management, federal and state child welfare laws and regulations, strategic planning process
Executive communication techniques, conflict resolution and mediation strategies, contracting principles and state contracting process, judicial system, including the CASA and FCRB agencies.
Principles of child abuse and neglect - child welfare systems, child development, family centered practice, clinical supervision for child welfare agencies, and a general knowledge of automated systems.
Skill in:
Written and verbal communication; general budgetary; working with vulnerable children and families.
Community organizations, governmental organization, advocacy groups, diverse populations, and the media.
Ability to:
Demonstrate critical thinking, problem solving, conflict resolution, sound fiscal decision making, resource allocation and usage; effectively use best practices in child welfare.
Develop, implement, manage and evaluate strategic plans; demonstrate effective leadership and communication by serving as the liaison between the Central Region and Central Office, building a strong regional team, and supporting others in the service of vulnerable children and families.
SPECIAL SELECTION FACTOR(S):
In-state travel is required. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed
For valid Arizona Driver's License holder; a copy of your three (3) year Motor Vehicle Report will be required.
SELECTIVE PREFERENCE(S):
Advanced degree in child welfare, social work, public administration or other related field.
Further, prior experience in child welfare/protective service as well as a minimum of three (3) years prior management experience.
PRE-EMPLOYMENT REQUIREMENTS:
Applicants for this position shall be subject to a search of the Child Protective Services Central Registry
Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets DES requirements for a Level One card

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
