The purpose of the Environmental Quality division is to protect the health of the public, the environment and promote effective onsite wastewater treatment.
Authority for the wastewater program is delegated by the Arizona Department of Environmental Quality to Coconino County's Environmental Quality program.
Under general supervision performs development services-related engineering work of considerable difficulty in the review and coordination of Community Development projects; creates processes in relation to wastewater disposal, drainage and public health issues, performs related work as assignedPlease NoteThis position is open until filled.

Typical Duties(Illustrative Only) Supervises development engineering related permitting processes and plan reviews to ensure compliance with applicable codes and ordinances Coordinates planning and engineering design with soil surveys, site investigations, plans review, enforcement, inspections and outside agencies Reviews, inspects, approves and signs site development plans, cost estimates, wastewater designs and final plats Acts as project coordinator/team leader on assigned projects Provides technical support to internal and external agencies, developers, consultants, contractors, professional engineers and citizens Assists in coordination of engineering development services-related compliance and code enforcement Supervises, trains, and evaluates assigned staff Provides customer service to permit applicants, contractors, consultants and the general public Monitor the progress of environmental improvement programs Monitors budget expenditures Essential functions include but not limited to driving, standing, walking, sitting, lifting, and carrying (up to 20 lbs.
).
Pushing and pulling (up to 20 lbs.
), working with and around others, working alone, working with interruptions, repetitive motion hand/ wrist/ elbow/ shoulder, vision acuity (near/ far/ color vision) for inspections, hearing and speech for ordinary conversation, touch for working with electrical/ mechanical systems.
Environmental factors include working outside part of the time.
Minimum QualificationsBachelor's degree in environmental or civil engineering and four years of experience working in an environmental or civil engineering related position, including two years of supervisory experience; ORAssociate degree in environmental or civil engineering and five years of experience working in an environmental or civil engineering related position, including two years of supervisory experience; ORAny equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

within the State of Arizona; Must obtain an Arizona driver's license by date of hire and maintain it throughout employment.

in Arizona; project management training or experience; prior experience working with the public for a regulatory agency in a permitting field.
Preferred qualificationsinclude considerable knowledge of environmental engineering principles and wastewater, water, stormwater, and water quality engineering design; computer operations as applied to engineering design and construction; problem analysis skills-prepare alternative regulations governing engineering, land use, and development.

Knowledge, Skills and AbilitiesConsiderable knowledge of Environmental engineering principles and practices Wastewater system engineering design and construction Computer operations as applied to engineering design and construction State and Federal water quality regulations Laws, codes, ordinances, and regulations governing general engineering, land use, and development Working knowledge of Business process review and implementation Principles and practices of positive supervision Safety regulations and safe work practices Governmental budgeting and fiscal management policies and procedures Testing procedures used in wastewater construction and maintenance State funding and federal aid requirements Water control devices Design and utilization of wastewater systems (removed traffic control systems) Applicable computer software Ability to Calculate and evaluate technical engineering data Work independently, set priorities and manage time effectively Interpret federal, state, and county laws, codes and regulations Prepare and review engineered plans for wastewater structures Plan, develop, and coordinate complex engineering projects Represent the County in meetings with the public, individuals, and other agencies Prepare and deliver presentations to various groups Work safely and support the culture of workplace safety Establish and maintain effective working relationships with employees, other agencies and the public Follow written and verbal instructions Communicate effectively verbally and in writing Coconino County is an Equal Opportunity Employer.
