Under general supervision, performs challenging work in support of floodplain management, overland drainage and runoff control, stormwater compliance; performs other duties as assigned.

Typical Duties (Illustrative Only) Reviews building permit requests & zoning requests for compliance with floodplain regulations and site drainage plan requirements Develops and implements the six program elements of the Arizona Pollutant Discharge Elimination System (AZPDES) storm water program for Coconino County Performs flood status checks, reviews drainage requirements, and provides hydrologic/hydraulic analyses to assist Flood Control District projects Analyses drainage problems in existing and proposed subdivisions, commercial developments, and single-family homes.
Meets with developers and property owners; conducts site reviews Issues stormwater and drainage permits and recommends remedial actions Provides information to County officials, other agencies, consultants, and the public Supports disaster response and post-wildfire flood response and implementation, including serving as Flood Direct within the emergency alert program during the monsoon season Responds to drainage/flooding complaints Participates in the development and implementation of drainage plans and studies Conducts research, collects data, and prepares records and reports Assists the Environment Health Division where there are site overland drainage/septic design conflicts Supervises assigned staff Prepares and submits annual hydrology and stormwater budget Enters data into SmartGov database Issues drainage permits Writes lot drainage caution letters Assists with the administration of the Coconino County Floodplain Regulations Ordinance and the enforcement of violations Essential functions include but are not limited to:
driving, standing; walking; sitting; lifting and carrying (up to 20 lbs.
); Pushing and pulling (up to 20 lbs.
); working with and around others; working alone; working with interruptions; repetitive motion hand/ wrist/ elbow/ shoulder; vision acuity (near/ far/ color vision) for inspections; hearing and speech for ordinary conversation; touch for working with electrical/ mechanical systems.
Environmental factors include working outside part of the time.
Minimum Qualifications Bachelor's degree in hydrology, civil engineering, or a related field and three years of experience in hydrology, flood control or related field; OR Associate degree in hydrology, civil engineering, or a related field and four years of experience in hydrology, flood control or related field; OR Five years of experience in hydrology, flood control or related field; OR Any combination of education, training or experience which demonstrates the ability to perform the duties of the position.
The ideal candidate will have a working knowledge of the AZPDES storm water program and experience in floodplain and storm water management.
Preferred
Qualifications:
Registration as a professional civil engineer.
ADDITIONAL REQUIREMENTS:
Must have or be able to obtain certification as a Certified Floodplain Manager within six months of hire.
Must have or be able to obtain an Arizona driver's license by date of employment and maintain throughout employment.
This position is non-exempt from overtime.
This position is safety sensitive.
Knowledge, Skills and Abilities Considerable knowledge of:
Principles of hydraulics, hydrology, physics, geology, civil engineering, chemistry, and soils County, state, and federal laws pertaining to stormwater, drainage management, and floodplain administration Building and septic regulations and the Coconino County Floodplain Regulations Ordinance Land use ordinances and regulations Working knowledge of:
Map reading, surveying, and engineering calculations Computer applications used to model surface water problems, groundwater flow, and hydraulics Ability to:
Prepare charts, schedules, graphs, maps, and other visual representations of drainage events and features Read and understand graphic visual aids, construction plans, drawings, or layouts Take measurements, check slopes and elevations, make accurate field observations, and perform water quality monitoring Conduct research and compile information to prepare reports Accurately interpret hydrologic and hydraulic requirements to interested groups and the public Support the culture of workplace safety Establish and maintain effective working relationships with employees, other agencies, and the public Follow written and verbal instructions Communicate effectively verbally and in writing Coconino County is an Equal Opportunity Employer.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
